Kutztown Borough is the municipal government serving the community of Kutztown in Berks County, Pennsylvania. Borough Hall sits at 45 Railroad Street, where most administrative business is conducted, and the main phone line is 610-683-6131. A second location, the Community Development Office at 324 West Main Street, opened in 2006 as a joint venture with the Kutztown Community Partnership and the Kutztown University Off-Campus Advisory Committee, and it handles the permitting, zoning and inspection side of borough operations.
Kutztown is unusual among Pennsylvania boroughs in the breadth of services it provides directly to residents. Rather than contracting out to regional authorities or investor-owned utilities, the Borough operates its own electric, water, wastewater and refuse and recycling systems, and it also runs telecommunications and information technology services under the Home Net name. That structure means a single municipal office handles everything from a utility bill question to a building permit to a park pavilion reservation.
Borough operations are divided among several departments: Administration, Police, Public Works, Parks and Recreation, Emergency Management, Community Development and the municipal utilities. Administration manages utility billing and payments, pool passes and park reservations. Community Development oversees permits, zoning, contractor licensing, rental housing licenses and inspections, and subdivision and land development review, and can be reached at 610-683-3290.
Borough Council meets at the Kutztown Train Station, 110 Railroad Street, rather than at Borough Hall. A number of committees, authorities and advisory boards also meet on a monthly schedule, and agendas and meeting information are posted through the Borough. Residents who want to follow or participate in local decision making will find the train station meeting location central to the Railroad Street municipal cluster.
The Borough-owned electric utility serves customers throughout Kutztown. Outages can be reported and tracked, and customers interested in rooftop or ground-mounted solar may install panels after submitting an application and an interconnection agreement to the Borough. Because Kutztown runs its own distribution system, questions about service, rates and connections are answered locally rather than through a regional call center.
Public water supply is managed by the Borough at 484-646-9521. The Borough publishes annual water notices for residents along with Pennsylvania Department of Environmental Protection information related to quarry activity and the water supply. Wastewater collection and treatment is reached at 610-683-3404. That department provides guidance on an issue that often catches property owners off guard: ownership of and responsibility for sewer laterals, the pipe running from a building to the main. The Borough also publishes practical advice on preventing sewer backups and protecting household plumbing.
Refuse and recycling collection is handled curbside by Public Works. The Borough maintains a pharmaceutical and medication drop box so that unused prescriptions do not enter the trash or the water system. Residents are specifically asked to keep medical waste such as Iodine-131 out of household trash, since that material poses a hazard to collection crews and can result in a truck being quarantined at the landfill.
Fall Leaf Collection runs annually from October 12 through November 25. Residents place leaf piles in the gutter or at the alley edge, and crews begin on Monday and work their way through town over the course of the week. The program is one of the more visible seasonal Public Works operations, along with Trick-or-Treat Night, which the Borough schedules and announces each year.
The Community Development Office issues building, electrical, plumbing and zoning permits under the Pennsylvania Uniform Construction Code, applicable ICC codes and the Borough Code. Applications, plot plan examples and fee schedules are posted. One practical note for business owners and homeowners: applying for signage together with the zoning application reduces permit fees, so bundling a sign request with a broader project is worth considering.
Rental housing is licensed in Kutztown. A housing license is required to rent any house or apartment in the Borough, and each licensed unit is inspected every three years against the International Property Maintenance Code. Occupancy limits are determined by bedroom size and available off-street parking, a point of particular relevance in a college town with substantial student housing.
Contractors working in Kutztown must be licensed, with separate categories for electrical, plumbing and general contracting. Affidavit forms are available for contractors who do not carry Workers' Compensation coverage. The Borough also maintains lists of licensed electricians and plumbers who have previously worked in town, which gives property owners a starting point when hiring.
Larger projects go through subdivision and land development review, including sketch, preliminary and final plan stages, improvement cost estimate submittals and referral applications to the Berks County Planning Commission. Businesses seeking a Bring Your Own Bottle license can obtain an information packet and application through the Community Development Office.
The Borough manages short-term timed lots and parking kiosks with posted rates. Drivers can extend time by phone, pay tickets, and use a designated Exchange Zone intended as a safe, monitored location for online sales and similar transactions.
Parks and Recreation services, including park facility rentals and pool passes, are handled through the Administration office. The Sacony Creek Trail offers walking access along the creek corridor and supports varied plant life, birds and fish. Community programs such as Kutztown Rocks and Kutztown Strong round out the Borough's civic offerings.
The Kutztown Police Department can be reached at 610-683-3545 and is supported by Community Service Officers who handle traffic control, crowd control and school crossing duties. Parade permit applications and banner pole reservation requests are available for organizations planning community events, with regulations posted in advance.
The account center allows residents to pay bills and monitor water and electric usage by month, day or hour. A redesigned bill format provides more detailed consumption information, which helps households track seasonal changes in use. The Borough also offers public notification sign-up and encourages Berks Alert registration so residents receive drought warnings, construction notices, outage updates and emergency information.
