Property Assessment Appeals From the Berks County Assessment Office

The Berks County Assessment Office takes appeals from property owners who believe their property assessment is wrong, and it posts the forms you need to file one. The office keeps ownership and assessment records for parcels within Berks County and works with property owners, municipalities, tax collectors and school districts concerning assessments. It does not issue tax bills or collect taxes, so for current taxes you contact your tax collector and for delinquent taxes you contact Tax Claim.

Two appeal forms are posted on the Assessment Office forms page, both marked Updated 03/19/2026: an Appeal Form and an Annual Appeal Form. The Annual Appeal Form is the required form to appeal a property assessment, and the open appeal period to file an Annual Appeal is June 15 to August 1. That window has passed for this year as of mid September 2026. The appeal and the filing fee must be received on or before the filing deadline.

There is a filing fee. The page points to New Filing Fees for Assessment Appeals effective January 1, 2026 for more information about the fees, but it does not print the amounts, so ask the office what you will owe.

The appeal form is a two-page document, and both pages must be read and completed. Keep the information on the form clear and legible. Submit all supporting documentation with the form so the Board can make an informed decision at the time of the hearing, include one copy of all evidence submitted so it can be retained in the appeal file, and provide a picture of the subject property. Common Level Ratio (CLR) information, which is used when filing for an appeal, is on the county's Common Level Ratio (CLR) page.

The appeal and any attachments may be filed by mail or in person. Appeal forms may not be sent via e-mail or fax. The forms page refers to "the above address" without printing it, so confirm where to send or drop off your appeal before you file. The Assessment Office is at County of Berks South Campus, 400 E. Wyomissing Avenue, Mohnton, PA 19540, open Monday through Friday 8:00 am to 5:00 pm, and the office has installed a drop box for customer convenience. The office's general number is 610-478-6262 and its general email is assessment@berkspa.gov.

All appeals will be conducted in person, and instructions will be on your hearing notice. If you have an expert witness or counsel, that person needs to be with you at the time of your hearing.

For filling out the forms, the page advises using Internet Explorer to complete a form online and print it; otherwise, simply print the form.
