Help With Crime Expenses From the Victims Compensation Assistance Program
The Victims Compensation Assistance Program, run by the Pennsylvania Commission on Crime and Delinquency, helps victims of crime in Pennsylvania with expenses related to a crime. Claims are filed through an online system called Dependable Access for Victims' Expenses, known as DAVE, at dave.pa.gov, where a victim or claimant can also check the status of a claim or upload documents to one already filed.
The claim filing site says it is for victims of crime in Pennsylvania. It does not say who counts as a victim or claimant, which expenses the Program covers, how much a claim can pay, how long a decision takes, or whether there is any cost to file. Ask the Program about all of that.
To file, go to the victim filing page at dave.pa.gov/Public/VictimLogin.aspx and choose "File a new Claim Online." To look at a claim you already filed, choose "Check My Claim"; a PIN is required. That page is only for the victim or claimant. Anyone else filing or entering a claim should go back to the main DAVE page.
Victims can also use the Android or iOS PA Crime Victims app to file a claim or check the status of a claim.
If you prefer to scan and email claim documents rather than mailing or faxing them, you may send them to ra-davesupport@pa.gov. Filing a claim by phone is not described.
The main DAVE portal at portal.pccd.pa.gov/DAVE uses Keystone Login. If you already signed up for Keystone Login through another state agency's data system, sign in with that information; if you have an existing CWOPA\ or MUSER\ account, you can continue to sign in using that account information. Everyone else can use the Register link on that page to register as a new Keystone Login user. Allied professionals such as law enforcement agencies, medical providers, therapists, employers and funeral homes who want to upload a document to a claim must have, or register for, a Keystone Login Account.
Funeral directors assisting a claimant or filing a claim on their own behalf should contact the Program for further information at (800) 233-2339. That number is printed for funeral directors, not as a general claim line for victims.
If you have trouble logging in, forgot your password, or are migrating to Keystone Login, the Keystone Login Help Desk at 877-328-0995 can help. Capture any log-in error message that is displayed and contact the Help Desk directly. For all other problems, contact DAVE Support through the contact form at dave.pa.gov. Help Desk hours are not given.
The Program also asks people who have filed to complete a short survey about their claim experience.
