Victims Compensation Claims for Crime Victims in Pennsylvania
The Pennsylvania Commission on Crime and Delinquency runs an online system called Dependable Access Victimization Expense, or DAVE, where a crime victim or claimant can file a claim with the Victims Compensation Assistance Program, check the status of a claim already filed, or upload documents to it. The Victims Compensation Assistance Program helps victims of crime in Pennsylvania with expenses related to a crime.
This is the log-in and claim filing part of the system, and it gives few details. It does not say who counts as a victim or claimant, what expenses the Program covers, how much a claim can pay, how long a decision takes, or whether there is any cost. Ask the Program about all of that.
The filing page is only for the victim or claimant. Anyone else should not enter a claim there.
To use the system you need a Keystone Login account. If you have already signed up for Keystone Login through another state agency's data system, sign in with that information. If you have an existing CWOPA\ or MUSER\ account, you can continue to sign in using that account information. Everyone else should use the Register link on the log-in page at portal.pccd.pa.gov/DAVE to register as a new Keystone Login user. To check a claim you already filed, you need a PIN.
Victims can also use the Android or iOS PA Crime Victims app to file a claim or check the status of a claim.
If you prefer to scan and email claim documents rather than mailing or faxing them, you may send them to ra-davesupport@pa.gov. Filing a claim over the phone is not described.
Medical providers who want to check the status of bills submitted for a victim or claimant, or who want to file a Forensic Rape Examination Claim, use the Provider Login. Law enforcement agencies, medical providers, therapists, employers, funeral homes and other allied professionals upload documents to a claim through the Allied Professional Login, and must have or register for a Keystone Login Account to do so. Funeral directors assisting a claimant or filing a claim on their own behalf should contact the Program for further information at (800) 233-2339; that number is printed for funeral directors, not as a general claim line for victims.
If you cannot log in, forgot your password, or are moving to Keystone Login, the Keystone Login Help Desk at 877-328-0995 can help. Capture any log-in error message that is displayed and contact the Help Desk directly. For all other problems, contact DAVE Support through the contact form at dave.pa.gov. The hours of the Help Desk are not given.
