Boyertown Weighs New Water Plant as 2027 Budget Opens

Boyertown Borough Council meets Monday to weigh a first step toward a possible new water treatment plant and to open the borough's 2027 budget for public review. The Oct. 5 agenda also sets up a November vote on a change to the borough's zoning map.
When and how to weigh in
Council meets Monday, Oct. 5, at 7 p.m. in the Council Room at Borough Hall, 100 S. Washington St. Residents can speak during public comment at the start of the meeting, on agenda items, and again at the end on any subject. Council meets the first Monday of each month, unless that Monday is a holiday. In September, the meeting moved to a Tuesday because the first Monday was Labor Day. A possible new water treatment plant
Under the water section of the agenda, council will vote on whether to ask SSM Engineering for a cost proposal to design and permit a new water treatment plant and to help the borough line up financing to build one. A water treatment plant cleans water before it reaches household taps. This is a planning step, not approval to build, and the agenda lists no price or timeline for the plant itself.
The same section asks council to approve Inframark's Contract Year #32 budget, $1,958,850.27, for the year running Oct. 1, 2026 through Sept. 30, 2027.
The 2027 budget and police costs
Council will vote to advertise the 2027 proposed budget for a ten-day public inspection period, the window when residents can read the spending plan before council adopts it. The agenda does not list the budget total.
A separate motion would approve the 2027 budget for the Eastern Berks Regional Police, the regional department that serves the borough. The budget totals $3,554,248, with Boyertown's share set at $1,685,536.
Roads, grass clippings, and a zoning change
Council will vote on a change order that would lower the price of the 2026 Street Projects contract with H&K Group Inc. by $47,095.96, to a final $176,462.04, and on releasing the final payment for that work. Public works will also discuss a possible ordinance that would bar grass clippings from being dumped in the public right-of-way, the strip of public land along a street.
On zoning, council will vote to let the borough solicitor advertise a public hearing for Nov. 2 at 7 p.m. and advertise Ordinance No. 04-2026 for adoption that night. The ordinance would amend the joint zoning ordinance that Boyertown, Colebrookdale Township, and Pike Township share, along with the borough's zoning map. The agenda does not say what the amendment would change. The Nov. 2 hearing is where residents can comment before any vote.
What else is on the agenda
- Council will vote to advertise the borough's 2027 meeting schedule.
- Monthly reports are due from the water, sewer, street, code enforcement, police, fire and EMS, and Main Street offices.
- Council plans to meet in executive session on litigation, a closed-door session state law allows for legal matters. No vote is taken there.
