Spring Township's supervisors return Monday to a PennDOT maintenance agreement for the Broadcast District, the roughly $350 million shopping, housing and hotel project rising off Broadcasting and Paper Mill roads, this time as a resolution the agenda posted Friday lists without explanation; the board already authorized a maintenance and indemnity agreement for the same project in August. The same meeting awards the township's winter maintenance bid and asks the state for two gaming-revenue grants. Budget review starts at 5:30 p.m. Monday, Oct. 26, with the regular meeting at 7 p.m., per the agenda, at 2850 Windmill Road, Sinking Spring, the address on the board page. The agenda also prints a Microsoft Teams link and a dial-in number.

The agenda lists no dollar figures, bidder names or grant amounts for any item.

The Broadcast District agreement

Item 12 is "Resolution 2026-29 – PennDOT Maintenance Agreement – Broadcast District." The agenda does not say what the agreement covers. Our report on the project explains the plan: a Whole Foods-anchored retail center, 782 homes and a 110-room hotel, with first openings targeted for fall 2027.

The board's Aug. 24 agenda listed an "Authorization to Execute pending Solicitor final review – Broadcast District / PENNDOT Maintenance/Indemnity Agreement." The Aug. 24 minutes record Solicitor Dan Becker explaining that the Broadcast District had applied for a PennDOT grant that requires the township to act as sponsor, and that the agreement has the developer indemnify the township for costs that may arise. The board approved it, "pending Solicitor final review," inside a block vote on all 10 action items, with all supervisors present voting yes; Supervisor George Stuck was absent and Lauren Robertson attended by teleconference. The minutes file is not marked approved. Monday's agenda does not say whether Resolution 2026-29 is the same document or why a resolution is now needed.

Winter maintenance, grants and a surplus sweeper

Item 3 is "Authorization to Award Bid-Winter Maintenance." The agenda names no bidder and no price.

Items 7 and 8 are resolutions "Requesting LSA Grant" for "TSFRS" and for Public Works. The agenda does not spell out TSFRS; its Public Safety section lists the "Township of Spring Fire Rescue Service." The Local Share Account distributes gaming revenue under the state's Race Horse Development and Gaming Act through the Commonwealth Financing Authority; municipalities are eligible applicants. Item 6 approves an Entech Engineering work order for the applications. The Oct. 13 agenda carried an Entech work order for the LSA grants as "Approval- EWO-Entech-LSA Grants for Fire Equipment & Public Works Equipment"; with the Oct. 13 minutes unposted, the agenda does not say whether it was approved then and is back for another step, or was held.

Also on the list: the third payment application on the Broadcasting Road storm sewer project (item 4); a "Plan Scale Waiver Request" from the West Lawn Quoiting Association (item 5), an item that also appeared on the Oct. 13 agenda as "West Lawn Quoiting Association – Plan Scale Waiver," with no posted minutes to say whether the board acted then; listing a sweeper on Public Surplus, a government auction site (item 9); an overnight police training request (item 10); and voiding the current police hiring list (item 11), with no reason given.

Three ordinances and a sewer deal

Item 13 would authorize preparing and advertising revisions to an ordinance the agenda calls the "OL.D.S Ordinance." The township's Sewers and Sewage Disposal chapter contains a Part 4 titled "On-Lot Disposal Systems (OLDS)," the rules for properties with their own sewage systems, such as septic tanks. The agenda does not say which sections would change. Item 15 does the same for the SALDO, the subdivision and land development ordinance. Both items are to "Prepare and Advertise" revisions, so neither ordinance changes Monday; adoption would come at a later meeting after advertising.

Item 14 authorizes sanitary sewer agreements "for Flow from Grings Hill Section 5 and Dedication of Conveyance System." On Sept. 28, as our recap reported, Director of Engineering and Planning Jason Reichert asked for authorization to sign sewer documents with Cumru Township, mainly for that development, pending the solicitor's review; the minutes recorded no vote.

Under Old Business, the agenda lists "Albert Drive." On Sept. 28, as our recap reported, Public Works Director Craig Conrad said ground-penetrating radar and seismic surveys of the Albert Drive sinkhole were done and results were due within about two weeks.

The budget

Item IV is "Budget Review," with nothing attached. The township had not posted a 2027 budget draft, total or tax rate on its website as of Saturday. The Oct. 13 minutes, up for approval Monday, were not posted either; the most recent minutes linked on the board page are for the Sept. 25 Vision Meeting and the Sept. 28 meeting, and the Oct. 13 entry has no link.

What happens next

The next budget and regular meeting is Monday, Nov. 9, budget review at 5:30 p.m. and regular meeting at 7 p.m. The agenda confirms the Harvard Boulevard town hall for Monday, Nov. 30, at 6 p.m., but prints no location; our recap of the Sept. 25 and 28 meetings covers the plan to rebuild and narrow the street. Our guide explains how to find any Berks municipality's meeting schedule.
