Twin Valley to Weigh $4.2M Ballfield Renovation

The Twin Valley School District board meets Monday, Sept. 21, and will vote on whether to spend up to $4,188,207 to renovate its baseball and softball fields. On the same agenda are a contract change tied to the superintendent's planned retirement and a move to cut the facilities director's job to part time. Residents who want to weigh in can attend in person and fill out a public-comment card; the meeting is also live streamed.

The district's schools and offices sit in Caernarvon Township, in the southeastern corner of Berks County, on a campus that carries an Elverson mailing address (Elverson Borough itself is in Chester County). Two of the board's regions cover Berks: Robeson Township is Region I, and Caernarvon Township makes up part of Region II. Berks residents in those townships pay Twin Valley school taxes and elect part of the board making these calls. The $4.19 million field project

The lead item asks the board "to authorize A-Turf to renovate baseball and softball fields, for a total price not to exceed $4,188,207, on or before March 1, 2027." The packet says the final contract with A-Turf is "pending legal review" and that the two sides have agreed on the scope of work and the overall price.

The agenda does not spell out how the district would pay the $4.19 million. The same packet shows the district already spending on the athletic-field work through an Other Capital Projects Fund: the August bill list includes $278,286 to Musco Corporation for softball and baseball field lighting, design fees to the ELA Group for "Athletic Field Renovations," and engineering and stormwater-inspection fees paid to Caernarvon Township. So early costs are running through a capital-projects account, but the agenda does not say how the district will finance the larger $4.19 million contract. Residents watching the money should ask that question at the meeting.

The superintendent's retirement

The board will also vote "to approve the amendment to the contract of Superintendent Robert Scoboria." The reason given in the packet: Scoboria "has decided to retire at the end of the 2026-2027 school year, and his employment contract requires adjustment." The document does not spell out what changes, and it lists no new salary or payout terms.

Facilities director cut to half time

A third item would trim a senior staff position. The packet recommends, "for reasons of economy," changing Thomas S. Schiel's Director of Facilities post to a 50% position, effective Oct. 1, 2026. The packet does not give further detail on the savings expected.

The meeting is at the district building, 4851 North Twin Valley Road, Elverson. The agenda does not print a start time; the district's posted board-meeting schedule lists an evening start, and last month's meeting was called to order at 6:37 p.m. To comment, district residents and taxpayers complete a card and follow the posted procedure under Policy 006; the public-comment period is for submitting comments, not a question-and-answer session.
