Daniel Boone schools move to seek $818K roof grant

The Daniel Boone Area School District wants state money to replace the roof at its Intermediate Center, and it moved on a tight clock to ask for it. The school board called a special voting meeting for Aug. 3, right after its regular work session, with one business item: a resolution authorizing the district to apply for a $817,917 Public School Facility Improvement Grant for the Daniel Boone Area Intermediate Center roof replacement project, and to commit $272,639 from the district's Capital Reserve Fund as the required match.

The timing explains the special meeting. The program's 2026 application window ran from July 27 to Aug. 7, per the state guidelines, and those guidelines require the 25 percent local match to be secured when the application goes in. The board scheduled its authorizing vote four days before the window closed.

The two dollar figures add up to a project of $1,090,556, with the state covering 75 percent and the district a quarter. That split matches the program's rules exactly: a grant cannot exceed 75 percent of eligible project costs, and projects require a 25 percent cash match.

What is confirmed and what is not

The board passed the resolution. Minutes of the Aug. 3 special meeting, now posted on the district's portal, record the board approving it by a vote of 8 to 0, with one member absent, on a motion by Christen Thompson seconded by Gretchen Markel. Board President Julia Olafson called the meeting to order at 7:15 p.m., and it adjourned five minutes later. Valerie Fekelman was the absent member.

One thing the record still does not confirm: whether the district actually filed its application before the window closed Aug. 7. The minutes authorize the application but do not show it was submitted. We will update this report if the district confirms the filing or the state announces an award.

What the grant program is

The Public School Facility Improvement Grant Program was created by Act 45 of 2025 and is administered by the state Department of Community and Economic Development under the direction of the Commonwealth Financing Authority. It funds school infrastructure work with a total project cost of $500,000 or more, up to a $5 million grant per project, and roof replacement is on the eligible-projects list by name. Awards are made upon approval of an application by the Commonwealth Financing Authority, per the guidelines. The 25 percent match can be waived or reduced for districts in state financial-watch or recovery status, or for emergencies that make a building unusable; Daniel Boone's resolution commits the full match.

A capital reserve fund is money a district has set aside in advance for building and equipment projects.

Who pays and who benefits

Daniel Boone serves Amity Township, Union Township, and the Borough of Birdsboro, a district of more than 21,000 people in southeastern Berks, and school property taxes make up the largest share of a typical Berks tax bill; our property tax explainer breaks down how the pieces fit. If the application went in and the state says yes, an $817,917 award means the district replaces the Intermediate Center roof while spending only its $272,639 share. If not, the district faces the roof question with its own money alone.

The same evening, the board's work session covered routine start-of-year business: renewing the school physician agreement, accepting donations for library and music programs, and a slate of staff hires ahead of the school year.
