Help Paying Overdue Water, Sewer and Trash Bills in West Reading
The Borough of West Reading asks utility customers who are experiencing financial hardship to visit or call Borough Hall immediately to make payment arrangements. A Repayment Plan Agreement is useful when you might owe several months of utility bills but need a plan to get back on schedule.
Act before your service is shut off. Services that are shut off for non-payment require full payment of the past due balance plus additional fees for reconnection of those services.
To start, go to Borough Hall at 500 Chestnut Street, West Reading, PA 19611, or call the office at 610-374-8273. The key contact listed for utility bill payment is Stephanie Burkholder at 610-374-8273 Ext. 221. Utilities can be paid in person at West Reading Borough Hall, Monday through Friday, 8 a.m. to 5 p.m., where cash, check and card are accepted, or through the grey drop box in the parking lot near police vehicles.
The page does not say whether there is an income limit, how long a repayment plan can run, what paperwork to bring, or whether a fee applies to set one up, so ask when you call or visit.
Utility bills are billed quarterly and are due on the last business day of the month. Bills for January through March are mailed April 1 and due April 30. Bills for April through June are mailed July 1 and due July 31. Bills for July through September are mailed October 1 and due October 30. Bills for October through December are mailed January 1 and due January 29.
Payments can also be made online through Xpress Bill Pay at xpressbillpay.com, by phone at 610-374-8273, or by mail with the remittance stub to Borough of West Reading, 500 Chestnut Street, West Reading, PA 19611. Xpress Bill Pay charges a transaction fee of 3.5% for all credit and debit card transactions and $1.00 per transaction for electronic check processing, and those fees apply to all electronic payments including Auto Pay. Bill pay transactions offered by many banks and credit unions will not incur fees. The Borough also runs a separate optional Budget Payment Plan for residential customers who find the quarterly water, sewer and refuse bill hard to fit into their budget. That one is for customers who are current: to enroll in a Budget Payment Plan Agreement your account must be paid up to date. Under either agreement, payment reminders will not be provided on a monthly basis, and it is the owner's and/or tenant's responsibility to make sure payment is received on time.
