Monthly Budget Payment Plan for West Reading Water, Sewer and Trash Bills
The Borough of West Reading offers an optional payment program, the Budget Payment Plan, for residential customers who find it hard to fit the quarterly water, sewer and refuse bill into their budget. Instead of one large bill every three months, you make monthly payments.
To enroll in a Budget Payment Plan Agreement your account must be paid up to date. Continued participation requires that payments be made on or before the due date each month. Recurring, automatic monthly payments may be established through the Borough's credit card processing company. Payment reminders will not be provided on a monthly basis, and it is the owner's and/or tenant's responsibility to make sure payment is received on time under the terms and conditions of the agreement.
The Borough publishes a fillable Budget Payment Plan Agreement form to sign for enrollment. The page does not say how the monthly amount is figured, where to return the completed agreement, or whether enrolling costs anything, so ask when you contact the Borough. For context on the regular billing cycle: utility bills are due on the last business day of the month. Bills for January through March are mailed April 1 and due April 30; April through June are mailed July 1 and due July 31; July through September are mailed October 1 and due October 30; October through December are mailed January 1 and due January 29.
Utility payments can be made in person at West Reading Borough Hall, Monday through Friday, 8 a.m. to 5 p.m., with cash, check or card, or dropped in the grey drop box in the parking lot near police vehicles. Payments and the remittance stub can be mailed to Borough of West Reading, 500 Chestnut Street, West Reading, PA 19611. Credit card and electronic fund transfers can be made by calling 610-374-8273. Bills can also be paid online through Xpress Bill Pay at xpressbillpay.com or its app, where you can set up Auto Pay and email or text notifications.
Electronic payments carry fees. Xpress Bill Pay assesses a transaction fee of 3.5% for all credit and debit card transactions and $1.00 per transaction for electronic check processing, and these fees apply to all electronic payments, including Auto Pay. Bill pay transactions offered by many banks and credit unions do not incur fees. Questions about an Xpress Bill Pay account, setting up Auto Pay or signing up go to Xpress Bill Pay directly, by email at support@xpressbillpay.com; the phone number printed for that vendor does not match the number its own link dials, so use the email or ask Borough Hall for the current support line. That vendor's phone support is available weekdays from 6:00 AM to 6:00 PM Mountain Time and closed weekends and holidays.
If you are already behind, the Budget Plan is not the tool. The Borough runs a separate Payment Arrangements process and encourages you to visit or call Borough Hall immediately if you are experiencing financial hardship. A Repayment Plan Agreement is useful when you owe several months of utility bills and need a plan to get back on schedule. Services that are shut off for non-payment require full payment of the past due balance plus additional fees for reconnection.
