LIHEAP & help paying electric, gas, heating and water bills in Berks County

The first question is which utility you have: most of the county is Met-Ed, the towns west and south of Reading are PPL, and gas in Reading is UGI. LIHEAP is the federal heating grant, applied for through the state each winter. Every utility also runs an income-based payment plan, a hardship fund and free weatherization, and each listing says which company it belongs to.
