Reports To: Director of Human Resources
Position Goal: The Human Resources Talent Management Specialist is responsible for coordinating and supporting the District's talent management functions, including talent acquisition, onboarding, employee training, professional development, and employee engagement. The position develops and implements strategies that attract, develop, and retain a high-quality workforce while ensuring compliance with employment laws, District policies, and applicable regulations. Working collaboratively with District leaders, the Human Resources Talent Management Specialist promotes a positive employee experience, supports workforce development initiatives, and contributes to organizational effectiveness in support of student success.
QUALIFICATIONS:
Two (2)-year degree in Human Resources, Data Analytics, Business Administration or a related field, required; or Bachelor's Degree in Human Resources, Data Analytics, Business Administration or a related field, preferred.
Minimum of three (3) years of progressively responsible Human Resources, recruitment, employee development, training, or related experience required.
SHRM-CP, SHRM-SCP, PHR, or SPHR certification preferred.
Strong analytical, organizational, project management, and interpersonal skills, including the ability to work effectively with administrative, professional, and support personnel.
Strong verbal and written communication skills with the ability to independently prepare correspondence, reports, presentations, and training materials.
Demonstrated ability to coordinate multiple priorities while meeting established deadlines.
Ability to analyze workforce data and develop recommendations for continuous improvement.
Proficiency with Human Resources Information Systems (HRIS), applicant tracking systems, learning management systems, Google Workspace, Microsoft Office, and related technology.
Pennsylvania Driver's License and personal transportation required.
ESSENTIAL FUNCTIONS: The essential functions of this position include, but are not limited to, the following fundamental duties:
Talent Acquisition, Recruitment & Onboarding
Coordinate recruitment activities for assigned employee groups, including position advertising, recruitment marketing, applicant outreach, job fairs, community partnerships, and workforce development initiatives.
Collaborate with hiring managers to develop recruitment strategies, identify staffing needs, support candidate selection, and ensure effective hiring practices.
Coordinate candidate screening, interview scheduling, reference checks, Act 168 compliance, applicant communications, employment recommendations, and all pre-employment requirements, including I-9 verification, employment eligibility, background clearances, certifications, and licensure verification.
Develop and maintain recruitment pipelines through partnerships with colleges, universities, workforce organizations, community agencies, and other strategic recruitment sources.
Monitor recruitment metrics, vacancy trends, hiring timelines, and candidate experience, and recommend process improvements to strengthen recruitment outcomes.
Coordinate and facilitate the District's onboarding program, including new employee orientation, onboarding communications, and collaboration with Payroll, Benefits, Technology, school administrators, and other District departments to ensure a successful transition into employment.
Develop, maintain, and continuously improve onboarding procedures, checklists, resources, and communication materials that promote employee success, engagement, and retention.
Coordinate employee engagement initiatives, including onboarding follow-up, stay interviews, exit interviews, employee recognition activities, and other retention-focused initiatives.
Compile, analyze, and report recruitment, onboarding, vacancy, and retention data to identify trends and recommend continuous improvement initiatives.
Talent Development, Training & Human Resources Operations
Coordinate the District's mandatory employee training program and administer the learning management system, including employee accounts, course assignments, completion monitoring, reporting, troubleshooting, and training records.
Coordinate and monitor compliance with required federal, state, and District training requirements, annual compliance campaigns, and related reporting.
Coordinate professional development opportunities for assigned employee groups and collaborate with District departments to identify workforce development and job-specific learning needs.
Assist in the design, coordination, implementation, and evaluation of employee learning opportunities, onboarding academies, professional development programs, and districtwide training initiatives.
Develop and maintain standard operating procedures, forms, guides, and resource materials related to recruitment, onboarding, training, and talent management.
Support the implementation, administration, and continuous improvement of Human Resources technology systems, including applicant tracking, learning management, and related software applications.
Maintain accurate personnel records, complete employment verifications, audits, reports, and required state and federal submissions in accordance with District policies and applicable laws.
Interpret and apply District policies, administrative regulations, employment laws, and applicable collective bargaining agreements while safeguarding confidential employee and applicant information.
Remain current on Human Resources, talent acquisition, onboarding, employee development, and legal best practices, and perform other job-related duties as assigned.
TERMS OF EMPLOYMENT: Full-time 12-month non-exempt position. Salary and benefits determined by appropriate employment agreement
