Robesonia Opens 2027 Budget, Holds Police Hearing

A public hearing on the police contract
Council will hold a public hearing on the borough's police services contract. The agenda limits comment to two questions: the contracted hours of service, whether to increase or decrease them, and the type of police services the borough buys. The borough says it will hand out a summary of the current contracted services and hours at the hearing.
The agenda does not say what change, if any, council is weighing, so the hearing is the place to ask. A separate item later in the meeting sets the borough's 2027 Minimum Municipal Obligation for the Western Berks Regional Police pension plan, the yearly amount a municipality must pay toward that plan under state law.
The 2027 budget opens
The agenda lays out the full timeline for the borough's 2027 spending plan. A draft went to council on Sept. 30. On Monday, council is set to give the budget tentative adoption, which means voting to advertise it so the public can read it, or to send it back for revisions. Council can revise it again on Oct. 19 and Nov. 2, then advertise it Nov. 3.
Residents can review the proposed budget in person during a public inspection period from Nov. 9 to Nov. 20. Council is scheduled to adopt the final 2027 budget on Dec. 7. A snow emergency ordinance
Council is set to adopt a snow emergency ordinance. Snow emergency ordinances generally let a borough declare a snow emergency and require cars to move off designated snow routes so plows can get through. The agenda does not include the ordinance text, so the specific rules are not public yet.
What else is on the agenda
- The borough engineer will ask council to release $201,175.70 in financial security posted for the Maple Avenue Apartments project. A security release returns money a developer put up to guarantee site work once the borough accepts that work. It is not borough spending.
- Old business includes a paving proposal for Locust Alley.
- The Robesonia Community Library will give a financial presentation.
- Council will take up a resignation letter and routine reports from police, fire and EMS, the engineer, and borough committees.
