South Heidelberg to Award $2.4M Krick Lane Road Bid

South Heidelberg Township is set to commit to a multi-million-dollar road project tonight, and to borrow money to help cover the cost.

The Board of Supervisors, chaired by Chairman Musante, meets Tuesday, Sept. 22, at 7 p.m. at the township office, 555A Mountain Home Road, Sinking Spring. The centerpiece of the agenda is the Krick Lane Extension Project, a township road job that has moved through bidding over the past several weeks.

The road contract

Supervisors are scheduled to accept all the bids that came in for the project and then award the work to the lowest responsible bidder, CH & N Site Construction Inc., at a bid amount of $2,366,843.26, according to the meeting agenda. "Lowest responsible bidder" means the cheapest bid from a contractor the township judges able to actually do the job, not just the lowest number on paper.

Bids came in on Sept. 4, and the board reviewed them at a special meeting on Sept. 8 without awarding a contract. Tonight is the vote that awards the work.

The Krick Lane Extension is township road infrastructure. It runs in the same Krick Lane industrial corridor where large warehouse projects have been proposed, including plans from Ethos Development and C&B Development, based on prior Berks Beat reporting. The posted agenda does not state what the road extension serves or who benefits from it, so the connection between the road and any specific development is not something the township has spelled out in this document.

How the township plans to pay

To help fund the road, supervisors will vote to authorize Township Manager Sean A. McKee to apply for an infrastructure loan of up to $1,000,000 from the Berks Industrial Development Authority, or Berks IDA, according to the agenda. The IDA is a county authority that lends money to help pay for infrastructure. The board will also adopt Resolution 15-2026, which formally authorizes submitting that $1 million loan request to finance a portion of the Krick Lane Extension.

The loan would cover part of the project cost, not the whole thing. The agenda does not lay out where the rest of the money comes from or the loan's repayment terms.

A separate grant for a police vehicle

In an unrelated funding item, supervisors will vote on Resolution 16-2026 to request a state grant of $66,409 toward buying a police vehicle, per the agenda. The money would come from the Commonwealth Financing Authority's Local Share Account, or LSA, a state grant program funded by casino gaming revenue that sends dollars to local projects.

Pensions and other business

Supervisors are also set to authorize the manager to execute the township's 2027 Minimum Municipal Obligation worksheets, per the agenda. The Minimum Municipal Obligation, or MMO, is the least a municipality is required to pay into its pension funds each year. The 2027 figures are $257,611 for the police pension and $71,594 for the non-uniformed employees' pension.

Two smaller items round out the agenda. The board will consider extending the Lehman Subdivision Plan deadline to Dec. 15, 2026, at the applicant's request. And it will consider a final escrow release of $79,081.01 to FM Brown's Sons, which would leave a $0.00 escrow balance. Escrow is money a developer sets aside as a guarantee that required work gets finished; releasing it returns the funds once the township is satisfied.
