Consolidated Waiver for Intellectual Disability and Autism in Berks County

The Consolidated Waiver is a state and federally funded program that provides support for individuals with intellectual disabilities or autism, and in Berks County it is one of the waivers listed under Intellectual Disability and Autism Spectrum Disorder Services administered by the county Mental Health/Developmental Disabilities office. These services are funded by Federal Medicaid dollars and base funding, and they allow individuals with intellectual disabilities and/or autism to be supported in their homes and communities.

The Consolidated Waiver is available to individuals age 3 and over with an intellectual disability or autism. Unlike the Person/Family Directed Support Waiver and the Community Living Waiver, which also start at age 3 and have a financial cap, the Consolidated Waiver has no financial cap.

Individuals living with an intellectual disability or autism may have access to Supports Coordination as well as additional funding for supports and services. The services described for Intellectual Disability and Autism Spectrum Disorder programs are:

  • In-home and Community Support
  • Community Participation Support (CPS)
  • Companion

  • Residential Habilitation
  • Life Sharing and Supported Living
  • Employment Support and Benefits Counseling

To request intellectual disability or autism services in Berks County, contact Service Access and Management and ask to speak with an Intake Manager for ID/Autism Services. The telephone number is 610-236-0530. Once you are determined eligible for services, the supports coordinator will assist you in determining how your services will be funded. Funding for waiver services depends on the type of service you need as well as the amount of money provided by ODP, and the amount of money given to counties is based on the Human Services Block Grant Plan that is submitted to the state office.

For general questions about the county program behind these services, the Mental Health / Developmental Disabilities office is at the Berks County Services Center, 8th Floor, 633 Court Street, Reading, PA 19601, phone 610-478-3271, open Monday through Friday 8:00 am to 5:00 pm. That is a general county contact, not the intake line for waiver services.

The page does not say what the waiver costs you, what documents to bring, how long eligibility determination takes, or whether there is a waiting list, so ask about all of that when you call the intake number.
