Address Confidentiality Program for Victims in Berks County
The Address Confidentiality Program (ACP) gives victims a substitute mailing address so their real home address stays out of public records where the person who harmed them might find it. It is administered through the Pennsylvania Office of Victim Advocate (OVA), and the Berks County District Attorney's Victim/Witness Assistance Unit can help you enroll.
The Office of Victim Advocate lists five groups who are eligible: victims of domestic violence, sexual assault, stalking, human trafficking, and child abduction. The Berks County District Attorney's page names four of these and does not mention child abduction, so if your situation involves child abduction, ask OVA directly. Neither page states a residency rule.
Once you are enrolled, you get an authorization card with your name, substitute address and participant number. You can use the confidential address as your substitute address on court and state government records, driver's licenses, ID cards, vehicle registrations, voter registrations, school records, marriage licenses, utility bills and employment records. Membership must be renewed every 3 years, using the ACP Recertification Form.
There are three ways to apply. You can complete the ACP application online and return it to OVA, either by email to RA-PMOVA-ACPPROGRAM@pa.gov or by mail to Office of Victim Advocate, 1101 S. Front St, Suite 5200, Harrisburg, PA 17112, which is a mailing address for forms. You can visit a local victim service program to complete an application, where advocates will also help with your individual safety plan. Or you can call OVA at 800-563-6399, Monday through Friday, 8:00am to 4:00pm. Once OVA approves your application, it issues a participant card and you may immediately begin using your alternative address.
In Berks County, you can contact a Victim/Witness Coordinator at the District Attorney's Office at 610-478-6000 if you are interested in the program. The District Attorney's Office is at the Berks County Services Center, 5th Floor, 633 Court Street, Reading, PA 19601, open Monday through Friday 8:00 am to 4:30 pm. The county building is open 8 AM to 5 PM and is closed on holidays.
The program is designed to be part of an overall safety plan for victims who are planning to move or have recently moved to a location unknown to the perpetrator. It is not a witness protection program. Neither page states a fee for enrolling.
