Home Weatherization Help for Low-Income Pennsylvanians
Pennsylvania's Weatherization Assistance Program, run by the Department of Community and Economic Development, increases energy efficiency in homes by reducing energy costs and increasing comfort while safeguarding health and safety. The work is carried out by local weatherization agencies that each serve a county.
The program is for low-income individuals, meaning households at or below 200% of the federal poverty level. Priority is given to higher risk residents such as the elderly, disabled individuals, families with children and high energy users.
The work starts with an on site energy audit that assesses conditions in the home and identifies the most cost-effective energy saving measures to install. Depending on what the audit finds, weatherization services include but are not limited to:
- Blower door guided air sealing to effectively locate and reduce air-leakage throughout the home
- Installation of attic, wall, basement and crawlspace insulation and ventilation to reduce energy loss
- Heating system modification or replacement to increase the efficiency and/or safety of the heating system
- Minor repairs, and health and safety measures when necessary, so the weatherization measures can be installed safely and effectively
- Client education on the proper use and maintenance of the installed measures and ways to reduce energy waste every day
The average expenditure per household is $8,547, depending on the home audit results. What, if anything, a household pays is not stated.

A list of those agencies is posted on dced.pa.gov, under the weatherization section of the housing and development pages. Office hours and the documents to bring are not listed, so ask the agency serving Berks County what it needs from you.
