PCAP Electric Bill Help for Met-Ed and Other FirstEnergy Customers
Dollar Energy Fund handles enrollment in the FirstEnergy Pennsylvania Customer Assistance Program, known as PCAP, for customers of Met-Ed, Penn Power, Penelec and West Penn Power. PCAP is designed to help income qualified residential customers maintain electric service and eliminate their past due balance.
To qualify you must have an active residential electric account, and the person whose name is on the account must live in the home. Your total gross household income, before taxes, must be at or below 150% of the Federal Poverty Income Guidelines. Income is counted for all household members, excluding minors. The monthly limit is $1,995 for one person, $2,705 for two, $3,415 for three, $4,125 for four, $4,835 for five, $5,545 for six, $6,255 for seven and $6,965 for eight, with $710 added for each additional person. The yearly limits run from $23,940 for one person to $83,580 for eight, plus $8,520 for each additional person. You must provide annual verification of income and identification of all household members, and you must participate in LIHEAP and WARM if you are eligible for them. Program guidelines and eligibility requirements are subject to change.
Customers of FirstEnergy who are eligible for PCAP may be able to complete portions of their application online on the PA Bill Assist website. The "Get Started" link on the program page at dollarenergy.org leads to that online path. Dollar Energy Fund also offers tools on dollarenergy.org, including an Income Calculator to check your income level, a Hardship Program Eligibility Tool, MyDocs to submit proof of income documents and MyStatus to check the status of your application at any time. Have your utility account number available when you check status. The page does not say how long a decision takes.
Dollar Energy Fund recently began offering an option to recertify FirstEnergy PCAP enrollments through text message. A text about your PCAP status is a valid request from the organization and can be used to complete some or all of the recertification for your account. Message and data rates may apply.
For questions, Dollar Energy Fund lists a utility assistance number, 1-888-282-6816, and an administrative number, (412) 431-2800. These are general contact numbers rather than a PCAP application line. Mail goes to Dollar Energy Fund, Inc., P.O. Box 42329, Pittsburgh, PA 15203-0329. The page does not list office hours, and it does not say whether there is any cost to enroll.
Dollar Energy Fund also runs a separate Pennsylvania Hardship Program that gives one-time grants applied directly to a limited-income household's utility bill. FirstEnergy customers with household income at or below 150% of the Federal Poverty Income Guidelines must inquire about PCAP before applying for one of those grants.
Watch out for scams. Dollar Energy Fund will never ask you to make a payment over the phone, or ask for your credit card information, your bank account number, or a bank routing number in order to receive assistance. If a caller asks for that, hang up immediately.
