PCAP Electric Bill Help for Met-Ed and Other FirstEnergy Customers
The FirstEnergy Pennsylvania Customer Assistance Program, known as PCAP, is designed to help income qualified residential customers maintain electric service and eliminate their past due balance. It covers customers of Met-Ed, Penn Power, Penelec and West Penn Power. Dollar Energy Fund, which specializes in administering limited-income utility assistance programs, describes the program and points customers to enrollment.
To qualify you must have an active residential electric account, and the person whose name is on the account must live in the home. Your total gross household income must be at or below 150% of the Federal Poverty Income Guidelines. Income is counted before taxes for all household members, excluding minors. No dollar figures for each household size are published; instead, dollarenergy.org/income-calculator has an Income Calculator you can use to find out whether your gross income is within range. You must also provide annual verification of income and identification of all household members, and you must participate in LIHEAP and WARM if you are eligible for those programs. Program guidelines and eligibility requirements are subject to change.
New enrollments, re-enrollments and recertifications for FirstEnergy PCAP are completed on FirstEnergy's PA Bill Assist website. Dollar Energy Fund links to it through a confirmation step at dollarenergy.org/firstenergy-pcap-confirm, which then sends you to pabillassist.com. Customers who are eligible for PCAP may be able to complete portions of their application online there.
Continue to PA Bill Assist only if you need to complete a new enrollment, re-enrollment or recertification for FirstEnergy PCAP, have a household income at or below 150% of the Federal Poverty Income Guidelines, and are not eligible for a hardship grant from Dollar Energy Fund. If you need a hardship grant to stop a termination or to start service, do not go to PA Bill Assist; that separate Dollar Energy Fund grant is applied for through MyApp Connect. FirstEnergy customers with household income at or below 150% of the Federal Poverty Income Guidelines must inquire about PCAP before applying for a hardship grant.
Dollar Energy Fund also began offering an option to recertify FirstEnergy PCAP enrollments through text-based communication. If you receive a text message about your PCAP status, it is a valid request from the organization and can be used to complete some or all of the recertification for your account. Message and data rates may apply.
Before you start, dollarenergy.org lists tools that may help: the Income Calculator, a Program Eligibility Tool to see whether you may be eligible for a utility assistance grant, and a list of acceptable documents to verify your income.
For general questions, Dollar Energy Fund lists a utility assistance number, 1-888-282-6816, and an administrative number, (412) 431-2800. These are general contact numbers rather than a PCAP enrollment line, and the organization notes it is currently experiencing a higher than normal call volume. There is also a contact form on dollarenergy.org, and mail goes to Dollar Energy Fund, Inc., P.O. Box 42329, Pittsburgh, PA 15203-0329. The program page is also published in Spanish, Mandarin and Vietnamese.
The pages do not list office hours, do not say whether there is any cost to enroll and do not say how long a decision takes.
