School Help for Homeless Students in the Fleetwood Area School District
Fleetwood Area School District has a homeless liaison who helps children and teens who do not have stable housing stay in school, enroll right away, and get free lunch and help with school costs. Children and youth qualify under the McKinney-Vento Act if they have been displaced from their homes and are living in a place that is not fixed, regular, or adequate. The page lists these situations: sharing the housing of others due to loss of housing, economic hardship, or a similar reason; living in a place not designated as a regular sleeping accommodation, such as a vehicle, park, hotel, or campground; living in a homeless or domestic violence shelter or transitional housing placement; living outside the home as an unaccompanied youth; awaiting foster care; or being in any of these situations as the child of a migrant family.
Students in these situations have the right to continue their education at their current school and receive transportation, or to enroll immediately at the school where they are temporarily housed, even if they lack the paperwork normally required. They also have the right to take part in all applicable school programs, including supplemental services, to receive free lunch, and to get assistance with school-related expenses such as supplies, clothing, and uniforms. Some students experiencing homelessness may also need Title 1 services.
A young person living on their own, without a parent or guardian, is called an unaccompanied youth. The district describes the barriers these students face, such as school attendance policies, credit accrual, and legal guardianship requirements, and describes support such as connecting youths with trained mentors who can help monitor progress, develop graduation plans, and connect them to mental health supports as needed. Under Part B of the IDEA, public agencies must decide whether an unaccompanied homeless youth needs a surrogate parent, and while an appointment is pending, staff of emergency shelters, transitional shelters, independent living programs, and street outreach programs may serve as temporary surrogate parents.
