Lower Monthly Gas and Electric Bills From UGI's Customer Assistance Program
UGI Utilities runs a Customer Assistance Program, called CAP, that sets your monthly gas or electric payment based on your household income or your average bill, whichever is lower, and forgives part of what you already owe. Each month you pay on time, the difference between your CAP payment and the bill for your actual usage, called CAP credits, is forgiven, and a portion of your past due balance is forgiven as well.
To qualify you must have active residential natural gas or electric service with UGI and verified household income at or below 150% of the Federal Poverty Income Guidelines, not counting income for minors under 18. Under the 2025-2026 guidelines, one person can earn up to $23,940 a year, or $1,995 a month; a household of two up to $32,460 a year, or $2,705 a month; a household of three up to $40,980 a year, or $3,415 a month; and a family of four up to $49,500 a year, or $4,125 a month. The limits continue to $83,580 a year for eight people, and rise by $8,520 a year for each additional person.
Some accounts cannot be enrolled: accounts that buy gas from another supplier under the Choice Program, rental properties where the landlord is in the UGI Landlord/Tenant Program, accounts whose usage includes another unit or common areas such as hallways or outdoor lights, and health care facilities. If you have an alternate supplier and want CAP, you must contact that supplier yourself to cancel the Choice contract, and the supplier may charge cancellation or other fees. After you cancel the supplier contract, you return automatically to default service from UGI.
To apply: - Download and print the CAP application at ugi.com, or request that a paper application be mailed to you. - Find the Community Based Organization that serves your ZIP code, using the lookup on the CAP page at ugi.com. - Fill out the application and gather the required proof of identity and income. - If your household reports zero income and gets no monthly income for minors, also complete the Zero Income Form included with the CAP application. - Send the completed application and supporting documents to the Community Based Organization for your ZIP code. You may also drop the application off in person at that organization.
The application form and a short video explaining the program are both available in Spanish. All applicants are reviewed to make sure the customer meets the program requirements.
