The Greater Reading Chamber Alliance (GRCA) is a 501(c)3 nonprofit business organization headquartered at 606 Court Street in downtown Reading, Pennsylvania. It serves as a central point of contact for the Berks County business community, combining chamber of commerce functions with economic development services, business lending, workforce initiatives and public policy advocacy. GRCA was formed in 2017 through the consolidation of three existing Berks County entities: the Greater Reading Chamber of Commerce & Industry, the Greater Reading Economic Partnership and the Greater Berks Development Fund. The merger brought membership services, business attraction work and financing capability under one roof, a structure that distinguishes GRCA from chambers that handle networking and advocacy alone. Its stated mission is to serve as Berks County's leading resource for building a healthy, competitive business community, with a focus on helping existing companies retain, expand and grow their operations and employment while attracting new business to the county.

The Greater Berks Development Fund is the only Certified Economic Development Organization in Berks County, a designation that allows it to administer Pennsylvania Industrial Development Authority (PIDA) loans directly rather than routing applicants elsewhere. PIDA financing covers land and building acquisition, construction and renovation, machinery and equipment, and working capital, with current fixed rates running from 4.50% to 5.50%. Loans tied to pollution prevention and energy efficiency projects carry a 2.00% rate.
Two additional programs round out the lending portfolio. GBDF Direct Loans function as case-by-case gap financing for businesses whose projects carry significant economic impact in Berks County but fall short of full funding through other channels.
GRCA provides free, confidential consultations, on site or virtual, for businesses, investors and site selectors. These sessions can include market intelligence, workforce and industry data, guidance on available incentives, and introductions to the Pennsylvania Department of Community and Economic Development and Southeast PA PREP resources. The organization maintains an available property database listing commercial and industrial sites alongside detailed area demographics. The Greater Berks Development Fund has worked with public and private sector partners on real estate projects for more than 40 years.
Employer-facing workforce programs address talent attraction and retention through a quarterly HR Roundtable, dedicated support for the manufacturing sector and the Meet Greater RDG talent attraction brand, which reaches close to 19,000 followers.
On the training side, GRCA has offered certificate programs for more than 20 years. The catalog includes Lead Worker, Supervisor, Essentials of Effective Management and Strategies for Highly Effective Presentations, along with Excel coursework. Classes are delivered at The Center for Business Excellence, on site at a company's facility, virtually or in hybrid format. Customized training is available, with member discounts of 10% to 20%.
GRCA operates The Center for Business Excellence at 49 Commerce Drive in Wyomissing. Beyond training, the facility offers coworking space and private offices with Wi-Fi, conference rooms, AV equipment and free parking.
Benefits include directory listings, the ability to host events, member-exclusive pricing and advertising credits. Roughly 95% of the investment is tax deductible as a business expense.
Smaller practical services include a Ribbon Cutting Kit (ceremonial scissors, red ribbon, a planning checklist and a sample press release, with photos shared on GRCA social channels and in Commerce Quarterly) and no-cost business notary services scheduled through the Membership Coordinator. Small business level membership includes one complimentary ribbon cutting ceremony at the original location.
GRCA hosts more than 65 events each year, ranging from 40-person structured networking sessions to signature gatherings drawing 850 or more attendees. Recurring programming includes Breakfast4Success, Networking@Night on fourth Thursdays, Coffee & Convos and Lunch & Learn sessions. Signature events include The Dinner (scheduled for May 13, 2026), The Picnic & Games and Go Taste Berks.
Two membership communities operate year-round. Berks Women2Women, now in its 15th year, connects women across industries and backgrounds for learning, idea sharing and mentorship. W2W programming includes the Evening of Empowerment, the ATHENA Leadership Award (presented to 39 women since 1993), the EmpowHER Award and the De Mujer a Mujer Awards, with an eNews list reaching more than 5,100 readers.
The Business & Community Advocacy Council meets bimonthly and develops pro-business policy statements on a two-year legislative cycle. GRCA connects members with local, state and federal officials and assists with questions involving permits, regulations and government agency processes.
Rankings are independently compiled by KPMG LLP, and honorees are recognized at the GRCA Annual Dinner.
GRCA publishes Commerce Quarterly and Women2Women magazines along with newsletters including The Connection, Member Minute, Chamber eSpotlight, Training Matters, Economic Development In Focus, Healthcare News and Meet Greater Reading News. Its award-winning Member Storytelling Campaign, produced with Bell Media Group and Lauren Little Photography, has profiled companies including Bollman Hat Company, Sweet Street Desserts, Schlouch Inc. and Brentwood Industries through interviews, facility tours and photo shoots.
GRCA also participates in Elevate Berks, a countywide small business support initiative that brings together over a dozen organizations to consolidate technical assistance, educational opportunities and professional networks for entrepreneurs in one place.
